NHRC Secretary Bishal Khanal
Bishal Khanal joined the National Human Rights Commission (NHRC) as its Secretary on Feb 13, 2008. Immediate before he worked with the Civil Society movement for the protection and promotion of human rights through some NGOs including Better Nepal.
Basically a lawyer, who joined the Bar in 1979, followed by joining legal service of the Government of Nepal in 1980 Bishal has wide range of experience. Formerly a Deputy Registrar and Research Officer at the Supreme Court, District Judge, Registrar at the Court of Appeal, Officer at the Ministry of Justice and Director at the National Judicial Academy Bishal is an established figure with national and international exposures.
Bishal also worked with the Human Rights and Good Governance Program of UNDP Nigeria for four years, and provided human rights advisory services mainly on integrating human rights concerns into development initiatives and human rights capacity building of country level UN Agencies and national human rights institutions including NHRC. In this context he extended support to all UN Agencies, UN Country Team, National Human Rights Commission and Civil Society organizations. In addition he worked for the UNOHCHR particularly on monitoring and evaluation of field level project activities in Nigeria.
Bishal holds a Master Degree in Law from Delhi University, and Master in Public Administration and Master in Arts from Tribhuvan University-Nepal. He has attended a post graduate program in American Law at the California University. In addition he has attended a number of national and international programs on international human rights law, justice system and development issues.
An adjunct University teacher of Nepalese Legal System and Major Legal Systems of the World from 1991-2000, he has written extensively and is the author of five books including Human Rights and Development and Regeneration of Nepalese Law. Associated with the esteemed Katmandu Community College and Bibhuti Pragya Niketan as the Board of Director, he has been frequently involved in human rights and social justice related research.
In addition he has been affiliated with some voluntary organizations dedicated to rendering social services. In credit of his meritorious services he was granted number of national awards, followed by award for working at very challenging situations. He has traveled to Africa, Asia-Pacific, Europe, Middle-East, North America and South Asia.
